APISWA and Partners Sign Landmark Road Safety Partnership to Advance "Shared Road, Shared Responsibility" in Cambodia

Phnom Penh; 21 July 2026 The Asia Pacific International Spirits and Wines Alliance (APISWA), has signed a Memorandum of Understanding (MoU) with Cambodia's Ministry of Public Works and Transport (MPWT), the International Business Chamber of Cambodia (IBC), and the Automobile Association of Cambodia (AAC), creating a long-term public-private partnership to strengthen road safety under the "Shared Road, Shared Responsibility" banner.

Signed today at the "APISWA Cambodia Road Safety Engagement 2026" event in Phnom Penh, the MoU establishes a framework for join action on public education, enforcement, and evidence-based programmes to support Cambodia's national road safety goals, which are aligned with the global ambition to halve road traffic deaths and injuries by 2030 under the United Nations Decade of Action for Road Safety and Sustainable Development Goal target 3.6.

Road traffic injuries claim approximately 1.19 million lives globally each year¹, and drink driving remains a key behavioural risk factor. Recent findings from the International Alliance of Responsible Drinking (IARD) show that meaningful progress has been made to reduce the number of alcohol-attributable road traffic fatalities since 2010, providing confidence that sustained, evidence-based action and a whole-of-society can make a real difference. At the same time, progress is uneven across countries, which is why more needs to be done through locally led measures such as this one to extend those gains to the communities that need them the most.
"Road safety is first and foremost about protecting lives and families across Cambodia, so we see it as a national priority," said H.E. MIN Meanvy, Secretary of State, Ministry of Public Works and Transport and Secretary General, National Road Safety Committee. "This MoU is an important step in building a structured partnership through which we can strengthen our capacity to make our roads safer, while also encouraging businesses and communities to play their part in supporting safer behaviour and protecting families across the country."

Mr. Bora Moeu, President of Automobile Association of Cambodia, added, "As the national voice for drivers and road users, we see every day how decisions behind the wheel translate into real consequences on the road. We are fully committed to bringing our technical knowledge

and frontline experience with motorists into the collaboration, so that safer behaviour becomes part of Cambodia's everyday motoring culture."

This four-party MOU formalises a long-term collaboration framework to support Cambodia's national road safety priorities. It sets out join commitments to:

Enhancing road safety awareness and public education.

Strengthening public-private partnerships in policy and enforcement.

Facilitating capacity building and knowledge sharing among stakeholders.
Implementing long-term, evidence-based road safety initiatives.

"Global data and our experiences across Asia-Pacific tell us that drink driving harms can be reduced when we all work together under a whole-of-society approach," said Mr. Ludovic Ledru, Chairman of APISWA and CEO of Pernod Ricard. "As APISWA, we are fully committed to reducing drink driving and promoting safer roads by bringing our long-term programmes, evidence-based campaigns and resources to support Cambodia's efforts and help make safer choices the norm for every road user."

"Through this partnership, IBC members are committing to help drive the road safety agenda and to demonstrate that responsible business means keeping our employees, customers and communities safer on roads."

APISWA acknowledges the value a whole-of-society approach can bring in combating harmful drinking and is committed to working in partnership with the authorities and civil society to implement initiatives to tackle alcohol misuse. The partnership builds on a series of multi-stakeholder initiatives that have already delivered behaviour-change outcomes:

Partnering with a network of national automobile clubs in Southeast Asia affiliated to the FIA to deliver a total of 3,500 helmet donations following UN Road Safety Week 2026, supporting safer road user behaviour across Cambodia, Indonesia, Thailand, and Vietnam. Around 500 safety helmets were sent to Cambodian universities and TVET institutions to help strengthen a culture of road safety among students and young professionals.
Signing formal MoUs with national FIA clubs to institutionalise sustained cooperation on Integrated road safety programmes and awareness campaigns, promoting safer road user behaviour and strengthening public-private engagement on policy and enforcement.

Delivering the Power of No" campaign across Southeast Asia with the aim of shifting social norms around drink driving amongst young adults. Since 2022, the campaign has brought together a regional network of 28 partners from government, NGO, private and community organisations to change the culture and behaviour around drink driving, reaching over 40 million young adults with messages about the risks of drink driving and the empowerment to say no.
